Role policy

To maintain a balanced ratio of leaders and followers, follower passes will be placed on a waiting list if there's an imbalance in the registration. This ensures that there are enough leaders to accommodate the followers. If a follower registers as a single, they will be added to the waiting list and paired with a leader once one is available.
